Pennsylvania is considered a “total control state.” This means that all sales of liquor and wine are conducted through state-owned stores staffed with unionized government workers. Sales revenues from these stores are funneled back into the organization, making them completely self-sufficient, and into other agencies such as the Pennsylvania State Police.
